Kent County Council (the “Council”) is looking to procure a single supplier NEC4 Framework Contract for purchase of ad hoc independent cost consultancy services supporting the Council’s Major Capital Programme Team (MCPT) with the projects relating to the construction of major highway and transportation schemes. Support will also be required to other teams across the Growth, Environment and Transport Directorate for highway and transportation projects and contracts.
The required Framework Contract will be used as a basis for purchasing services for individual Work Orders linked to separate works projects as and when required. The Council will place individual Work Orders using the NEC4 Professional Services Short Contract.

two.2.4) Description of the procurement
The required independent cost consultancy services include (but is not limited to):
• Providing costs and budgets to support design development, bidding for funds, planning, preparation and construction of highway and transportation schemes across Kent, including quantity surveying, risk management and value management;
• supporting the preparation of NEC contract documents and the evaluation of tenders to provide the construction of major highway and transportation schemes; and
• supporting the NEC Project Manager during the construction of major highway and transportation schemes, including contract administration, assessment of Compensation Events and Payment Applications, monitoring and monthly financial reporting.
The supplier will be required to:
• have demonstrable suitable experience, competence and capability in providing independent cost consultancy services relating to the construction of major highway and transportation schemes;
• comply with ISO9001 (Quality Management System) or comparable standards; and
• be an accredited member of RICS or similar relevant professional organisation.
A full specification of requirements will be provided to tenderers as part of the Invitation to Tender stage of this procurement procedure.

Description of renewals
The Council requires new service arrangements from on 1 April 2022. The Initial Contract Period will be 36 months, with an option to extend for up to a further 24 months (via two separate extension periods of 12 month each).
Justification for any duration exceeding 4 years:
The framework will operate for up to five years with no guarantee of any services being awarded.
Justification for any duration exceeding 4 years is that the Council recognises the vast investment in technical resources, retainment, supply chains, and social value required to operate this framework within the county of Kent.
An initial term of 36 months will only be extended by up to a maximum of 24 months (60 months in total) on successful delivery of the Key Performance Indicators and in accordance with the terms and conditions of the Framework Contract.
