two.2.4) Description of the procurement

This is a Prior Information notice published by the Procurement and Logistics Service (PaLS) Business Services Organisation (BSO) on behalf of Northern Ireland Blood Transfusion Service (NIBTS) for the purposes of informing and engaging with potential service providers regarding a potential upcoming procurement for Donation and Patient Testing - automated red cell immunohaematology. The current contract has been in place since 2015 and in light of market changes, we would like to invite potential suppliers to engage with NIBTS and to obtain a view of the markets current practices in the following area:

• The serological testing of patient and donors’ blood samples, including any new developments or new products coming to the market place for this testing and the relevant systems used.

The objectives of this supplier engagement exercise are to:

• Gain initial supplier interest in the provision of Donation and Patient Testing – Automated Red Cell Immunohaematology for NIBTS

• Gain insight on the market possibilities and potential innovative solutions.

• Gain a better understanding of the feasibility of the NIBTS requirements and the most appropriate procurement approach to follow.

• Establish how market ready suppliers currently are.

• Ascertain how suppliers can assist the NIBTS to ensure Health and Safety and the highest environmental standards are met and to ensure compliance with all relevant and future legislation.

• Understand risks and potential issues relating to supply and delivery of Donation and Patient Testing.

Your participation in any future tender is in no way connected to or dependent upon your completion / submission of the RFI documents. Any information provided in the RFI submission will be treated separately to responses for future procurements.
