Kent County Council are tendering the provision of their Banking Services.
Kent County Council currently maintains a number of bank accounts, including the following main accounts:
• General Account
• Payments Account
• Salaries Account
• Schools’ Payroll Account
• Commercial Services Laser Purchases Account
• Commercial Services Income Account
• Commercial Services Purchases Account
• Direct Debit Collections Account
• Pension Payroll Account
In addition to these, the Council operates a number of other accounts, including imprest / receipts accounts, Kent schools accounts and approximately 1,300 bank accounts on behalf of individuals receiving care.
The Police and Crime Commissioner for Kent (PCCK), and the Kent and Medway Towns Fire Authority (KMTFA) currently use the Council’s bank and take advantage of the same terms and tariffs offered to the Council. The requirement of these organisations is therefore included within the Council’s tender process. The successful bank will be required to enter into separate contractual agreements with each organisation whereby those organisations can draw down services under the KCC contract by way of an Access Deed.
The successful supplier will be required to:
1. Encourage and support the further development of electronic/online banking services to reduce costs by streamlining processes and enhancing the quality of management information.
2. Provide access to physical facilities as the Council requires, for both its own operations as well as for schools in the KCC scheme, for cash and cheque paying in, cheque encashment and a head office collection account.
3. Effectively support the operation of the Financial Affairs Client accounts.
