two.2.4) Description of the procurement

The Borough Council of Calderdale intends to award this contract to the existing provider of the service, Brian Jackson House, following Direct Award Process C. The Brunswick centre will deliver comprehensive prevention and support for people living with HIV as well as supporting friends and family of those affected by HIV. They will also deliver and support initiatives that aim to reduce the onwards transmission of HIV. To support strategic engagement across relevant agendas sharing expertise, learning and knowledge to ensure intentional consideration is given to People Living and Working with HIV (PLWH) and Most At-Risk Populations (MARPS), improving decision making, service design and access. To improve uptake of HIV testing to reduce late diagnosis and the prevalence of undiagnosed HIV with considerations to testing in rural areas in Calderdale, delivering HIV Point of Care Test (PoCT) in community settings across Calderdale and to improve local awareness, knowledge, availability, and uptake of combination prevention: Pre-Exposure Prophylaxis (PrEP),Post-exposure prophylaxis (PEP), Treatment as Prevention (TASP) Formula milk provision and condoms.

The approximate lifetime value of this contract is £488,190.

The award decision-makers for this contract are the Borough Council of Calderdale Public Health Leadership Team.

Declared and potential conflicts of interest were assessed, and none were identified.

Each of the key criteria was given equal weighting as no single criterion is of higher priority than the others for the successful delivery of HIV support and Prevention service and the related population outcomes for the people of Calderdale.

1. Quality and innovation (20%) - The provider is up-to-date with the evidence base and service user needs from the national stigma survey and collects recent service users feedback to improve service provision in Calderdale.

2. Value (20%) - The provider offers value for money and contributes to the reduction of late HIV diagnosis and HIV testing coverage across Calderdale, which is performing better than the England average. The provider contributes to the integrated care system by supporting services to deliver quality HIV support and by referring others to relevant services that help individuals' health and well-being. The provider has maintained a high level of performance and supports over 264,000 individuals yearly.

3. Integration, Collaboration and Service Sustainability (20%) - The provider works collaboratively and is integrated with other health services.

4. Improving access, reducing health inequalities and facilitating choice (20%)- As a part of the provider's service users' needs assessment process they ensure that the support is accessible and make required adjustments to support so service users can access support and by considering climate adaptation.

5. Social Value (20%)- the provider has been awarded the quality of life health marker and takes on student placements and volunteering equalling over 900 hours annually. The provider employs local people.
