The CNC currently utilise a Tactical Engagement System (TES) which utilises laser transmitters to replicate the live firing of weapons. This system is utilised to ensure that its officers are suitably skilled to protect the UK’s civil nuclear infrastructure and nuclear materials in transit. The CNC wish to identify a suitable supplier, through a compliant tendering process, who can provide a complete replacement to the current system. A full ITT and specification will be provided and a comprehensive selection and testing process undertaken to identify a system which will meet CNC’s operational requirements for an expected 5-7+ year period.

Lot 1, is a tender and contract for the upkeep and partial replacement of the existing TES (Saab) equipment as an interim solution. The proposed requirement would be for a 3-year contract (1+1+1)
This is contract is necessary to maintain the current TES capability for the CNC, and until such time as the NEW TETC system is in place and fully operational.
Budget could be up to; circa ~ £500K (incl VAT) over the proposed 3-year contract

Lot 2, is a tender and contract for a new, low cost (and possibly a slightly low tech), alternative and interim solution for the current TES equipment.
This “off the self” solution is necessary to ensure that the CNC have a fully operational laser engagement training system in place to maintain their training capability in the short term, and until such time as the New TETC system is in place and fully operational.

Lot 3, is for a tender and contract for a ‘new’ full TETC solution (with possible options for a “Round-less” and/or “Drone” capability incorporated into the system).
The proposed TETC requirement would be for a 5-year plus contract (5 years + up to a possible 10 years maximum) or to the lifespan of the equipment.
Budget could be up to; circa ~ £2.7m (incl VAT) plus an annual budget to cover operation and maintenance of the purchased equipment

The CNC have attached to this PIN a Market Engagement questionnaire which they would like All interested parties and supplier to complete and return via this procurement portal ASAP and within two weeks from publication.
We are also planning a Supplier Day (referred to in the questionnaire) which currently is targeted for Mid October 2022, where we would like to gain further insight into the market and innovations and to give each supplier some One on One time with all or parts of the Project Team.
Your responses to the questionnaire and feedback at the Supplier Day will help shape the procurement and possibly the CNC requirements.
