Nottingham City Council is sought tenders from sufficiently experienced and qualified organisations for the provision of Alcohol and Drug Treatment and Recovery services in Nottingham.

The contract consists of the following three Lots:-

1. Community Recovery & Treatment Service for Adults who use Alcohol & Drugs

2. Specialist Alcohol and Drugs Harm Reduction and Sexual Health Service for Vulnerable Populations (Part A – Sexual Health) (Part B – Specialist Harm Reduction)

3. Community Prevention, Support and Treatment Service for Young People and Young Adults who use Alcohol and Drugs

The contract duration is for 5 years with a possible extension of 2 + 2 years . The total contract value is estimated to be a maximum of £102,274,281 over the total length of the contract (including any potential extensions). The contract start date was October 2023.

This contract was let under the Light Touch Regime of the Public Contract Regulations 2015.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

This modification is made under the Provider Selection Regime regulations to make a permissible modification for additional funding of £523,477 to be added to Lot 1 Community Recovery and Treatment for Adults who use Alcohol. The additional funding is for delivery of the Drugs and Alcohol Care Team (DACT) for 4.5 years, from 1st April 2024 until 30th September 2028 (£112,266 pa plus Inflationary uplift). The service will to provide a specialist nursing service for patients admitted to Nottingham University Hospital who have alcohol and/or drug dependency.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

This modification is made under the Provider Selection Regime (PSR) regulations for additional funding of £523,477 to be added to Lot 1 Community Recovery and Treatment for Adults who use Alcohol. The additional funding is for delivery of the Drugs and Alcohol Care Team (DACT) for 4.5 years, commencing from 1st April 2024 until 30th September 2028 (£112,266 pa plus Inflationary uplift). The service will to provide a specialist nursing service for patients admitted to Nottingham University Hospital who have alcohol and/or drug dependency.

Time limited funding became available from the Integrated Care Board towards this provision and it was determined that the DACT service is an in-scope relevant health contract under the PSR regulations. The service is not materially different in character to the recently procured Community Recovery and Treatment for Adults who use Alcohol contract, therefore a decision was made to add the DACT Service to this contract. This modification is permissible under PSR regulation 13(1)(d).
