Provision of Student Counselling Services

The University requires telephone advice, information, support and counselling by appropriately qualified professionals to be available to all students on a ‘freephone’ number, 24 hours a day for the duration of the contract on any issue raised by the student. This helpline should also be the primary source of emotional support for students outside normal university working hours and holiday periods. Critical incident responses within the university will also be requested via the helpline outside normal university opening hours.

The original Contract was for four years ending on 31.08.2021, however a continutation is required of the current contract up until 31.12.2021 to allow time to Tender the existing Requirement.

Any proceedings alleging that the University is in breach of its duties under the Public Contract Regulations 2015 must be started in the High Court of Northern Ireland, in accordance with the time limits set out therein (including the requirement to start proceedings within 30 days beginning with the date when the economic operator first knew or ought to have known that grounds for starting proceedings had arisen). The University will not enter into the modifications proposed herein before the end of a period of at least 30 days beginning with the day after the date on which this notice is published in the Official Journal.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The Contract is to be modified to allow time to run another Tendering Competition to 31.12.2021. It is a continuation of the current service.

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

In line with PCR Reg 72(1)(b) this change permits purchase of additional services that have become necessary and were not included within the original procurement. A change in contractor would cause significant inconvenience and a substantial duplication of costs for the University. The value of the modification also does not exceed 50% of the original contract value.
