The Derbyshire Independent Domestic Violence Advisor (IDVA) service is procured on behalf of a joint commissioning arrangement between Derbyshire County Council and the Police and Crime Commissioner (PCC). Derbyshire County Council will act as the lead commissioner and will lead the procurement and will hold the contract with the successful provider. However, the successful contractor will report into jointly managed contract meetings, with equal representation from the Police and Crime Commissioner and Derbyshire County Council.

The contract is for the delivery of an adult IDVA service across the area of Derbyshire (excluding Derby City).

The contract will commence on 03 April 2023 for a period of 3 years with an option to extend for up to a further 2 x 1-year periods subject to satisfactory performance, appropriate approvals, outcomes, funding availability/budget approvals, price and need for the service.

The budget for this service is a maximum of £300,000 per annum for the first three years of the contract with options to extend for a further 2 by 1-year periods which are subject to funding availability/budget approvals. If the option to extend arises for Year 4 and Year 5, the budget would be confirmed during the first three years of the contract.

The Commissioners are looking for a provider with expertise and proven capability in working with victims, perpetrators and families affected by Domestic Abuse.

We welcome applications involving a range of provider models, including consortia arrangements, sole providers or partnership contract arrangements.

Precise information on deadline(s) for review procedures

Derbyshire County Council will operate a minimum 10 (or 15 calendar day if non-electronic or fax methods used) standstill period at the point information on the award of the contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as possible.
