Warwickshire County Council (the Council) is seeking to commission a single or multiple provider(s) to deliver a range of activities to build a thriving, sustainable and dynamic Voluntary, Community and Social Enterprise (VCSE) Sector that improves the lives of individuals and communities in Warwickshire.

In line with the Council's commitment to embedding the levelling up approach locally, the service will offer a flexible model that enables a more targeted delivery approach in response to agreed priorities.

The service will be divided into the following four lots:

Lot 1: Volunteering Infrastructure

The supplier will perform an enabling function to deliver a strong and resilient volunteer economy.

Lot 2: Social Action

The supplier will perform an enabling function to deliver the mobilisation of local communities.

Lot 3: Social Enterprise Development

The supplier will perform an enabling function to deliver an infrastructure that promotes and delivers a diverse and sustainable social enterprise sector.

Lot 4: Collaboration, Partnerships and Development

The supplier will perform an enabling function to deliver the conditions for collaboration and co-production.

The providers must work collaboratively together and will need to work with commissioners, referrers, and service users to deliver the outcomes.

During the course of the contract period the range and scope of these services may be subject to modification and variation to meet the changing needs and requirements of the Council, potential changes in legislation and the changing demands placed on the Council by its customers.

The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on
