NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS England Specialised Commissioning (referred to as the Commissioner), is undertaking a market engagement exercise to understand the current and future capacity and capability of potential providers within this specialised area.
This notice is to advise prospective providers in the market of the commissioner’s intention to commission this service and to provide an opportunity to engage with and participate in a
market engagement questionnaire.
The outcome of this market engagement will help inform commissioners of the current and future capacity and capability of the market and will be considered to inform the commissioning approach.
Participation to this market engagement will close at 12pm (noon), 23 August 2024.

two.2.4) Description of the procurement
NHS England would like to identify providers who are interested in the provision of an Adult Specialised Service for People Living with HIV (Provided in Suffolk) in line with the https://www.england.nhs.uk/wp-content/uploads/2024/02/New-HIV-prescribed-service-specification-version-4.4.pdf.
The aim of Specialised HIV Services for Adults (Outpatient and Inpatient Services) is to provide specialist assessment and ongoing management of HIV and associated conditions to support patients to stay well (reduced mortality and morbidity) and to reduce the risk of onward transmission of HIV. The service aims to ensure that the outcomes, wellbeing, and quality of life of adults with HIV are maximised.
HIV services are open access and any adults with a diagnosis of HIV can self-refer to a provider of their choice, regardless of their UK address. Any service diagnosing HIV in adults can refer to any specialised HIV service provider. Residential custodial settings and secure mental health care providers may have specific referral pathways in place.
HIV Specialised services will work to reduce morbidity and mortality, improve the experience of people living with HIV and work collaboratively across the whole pathway of care to reduce HIV transmissions.
HIV services are specialised services commissioned by NHS England on behalf of ICBs. Sexual and Reproductive Health (SRH) services are commissioned by Local Authorities.
Whilst some of the elements of the two services are relatively discrete, there is significant overlap in others. Commissioners recognise the benefits of integrating Sexual and Reproductive Health (SRH) services and HIV services.
The Commissioner therefore seeks a service model that fosters close collaborative working with the commissioned provider of SRH services.
Please note that services need to be accessible to patients residing in Suffolk.
The service is expected to commence in May 2025.
It is anticipated that the Service provision is expected to have an annual value of £1.85m. This value includes the provision of High Cost Anti-Retroviral (ARV) drugs, which are valued at circa. £1.2m per annum.
The anticipated contract duration for this service is 4 years, with the Commissioner having the option to extend the contract up to a further 2 + 2 year(s) (maximum contract duration 8years).
