seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
A contract extension to the existing provision of personalised registrations auction services contract. The extension period is for up to 12 months, to accommodate the re-procurement process whilst still preserving 6 months post-contract-award for implementation and testing, and transition in the event of a change of supplier. This additional 12 months is comprised of an initial 9-month commitment (extending the expiry date now by 9 months from 30/09/2024 to 30/06/2025), with the option to extend by a further 3 months (which would extend the expiry date to 30/09/2025).
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
DVLA, considers that: the award of the contract without prior publication of a contract notice is permitted by Regulation 32(2)(b)(ii) of the Public Contract Regulations 2015; the current provider has been identified as the only suitable provider that can continue to meet the needs of DVLA within the scope of its current requirement whilst the new procurement process for the requirement in an improved form is progressing. DVLA has extended the current contract.
DVLA published a VEAT notice (reference number - 2024/S 000-020383) to notify the market of this extension and waited at least 10 days beginning with the day after the publication date of the VEAT Notice before awarding the extension.
Continued customer interest is vital to the requirement so, to secure continuity while a new procurement is carried out, it is deemed appropriate that the current supplier continues to provide the service.
