Swansea Bay University Health Board currently spends approximately 2.8 million GBP through Service Level Agreements with Third Sector / voluntary / community organisations to deliver a range of services and support for our population across the local authority areas of Swansea and Neath Port Talbot. Services are delivered across the Health Board footprint in the following areas:

The Health Board sees the Third Sector / voluntary and community organisations as a crucial partners in both building community and individual resilience and in delivering services differently to support people’s well-being and self -care as well as providing services contributing to the aims of the Social Services and Wellbeing (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015 in providing earlier interventions, more preventative services, accessing care closer to home and improving people’s ability to manage their own well-being and health.

In addition, the Health Board are further looking at how we can shape future services in line with our Clinical Services Plan and Changing for the Future and to transfer care and services from the statutory to the voluntary sector in areas such as:

Helping patients avoid unnecessary hospital admissions

Reducing the length of time patients stay in hospital

Supporting patients waiting for operations

Developing a 7 day a week services

Reshaping adult and older people’s mental health and learning disability services

We also want to ensure that we can explore commissioning in the future and these lots will also be included in the procurement;

In line with its Strategic Framework for the Voluntary Sector 2023-2027 the Health Board is now seeking to commence a procurement exercise for services provided by Third Sector / voluntary and community organisations. The Framework was co-developed and co-produced with the sector and outlines an ambitious programme of change.

Our ambition is that the Health Board and the Third Sector / voluntary and community organisations will further develop our existing strong and effective relationships, leading to more services being delivered jointly across both local authority areas, ensuring that partnership and funding arrangements are effective and efficient.

We would like to invite Third Sector / voluntary and community organisations who may be interested in providing any services fitting into the lots above to the first in a series of pre-procurement market engagement events to:

Understand the intentions of the market and identify any challenges or barriers

Enable the Health Board to understand how our current service needs can shaped and delivered by the Sector Inform the Health Board of the current market position and possible options available

Lot Descriptions will include:

Admission Avoidance & Discharge Support-Support for individuals to prevent hospital admissions and facilitating earlier, safe discharge.

Adult Mental Health-Promote and support mental health and wellbeing for adults. Working to meet the mental health needs of people across the Swansea Bay University Health Board area.

Cancer and Palliative Care including Children and Young People - Meeting the needs of palliative and end of life care for patients in the Swansea Bay University Health Board area. Providing information, emotional support and one to one counselling to anyone affected by cancer.

Carers-Providing carers relevant advice, information and support to manage their caring role and responsibilities.

Children and Young People-Meeting the needs of children and young people in the Swansea Bay University Health Board area.

Emergency Response-Addressing needs identified to support the Covid emergency response including the provision of training.

Information, Advice, Support and Counselling-To provide a range of services to support people to live healthy, fulfiling lives. This includes counselling, relationships, bereavement support. welfare benefits,employment, relationships, consumer and housing information, accessibility etc.

Learning Disability-Meeting the needs of people with learning disabilities in the Swansea Bay University Health Board area.

Lifestyle Change and Population Health-"Providing people with relevant advice, information and support to live a healthy life and improve the quality of life, including condition management.

Older People’s Mental Health Services and Dementia-"Meeting the needs of older people with mental health needs and dementia in the Swansea Bay University Health Board area.

Participation, Coproduction and Facilitation-Supporting people to be active participants in their care, community and service provision.

Stroke-Meeting the needs of people who have suffered strokes in the Swansea Bay University Health Board area.

Substance Misuse-Meeting the needs of service users with substance misuse needs in the Swansea Bay University Health Board area.

Violence Against Women, Domestic Abuse, Sexual Violence and Sexual Health Services-Addressing needs identified around psychosexual support, domestic violence and sexual violence.

Green Initiative-Meeting green agenda, improving communities.

Transport-Supporting access to services.
