The scope of the requirement is for the provision of soft skills and listening skills training in support of welfare and bereavement caseloads for visiting officers covering the following key areas:

1. Visiting Officers Training Course Support.

2. Caring for the Carers Course Casualty Notification.

3. Officers/Visiting Officers Decompression and Debrief Workshops Support.

Classroom training and interactive workshops to be undertaken within the UK for serving military personnel and MoD civilians.

The contract has its object services listed in Annex II B

In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 (PCR 2015) as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with Regulation 32(2)(a) of the PCR 2015 because despite an advertisement via CCS Framework RM6219 no response to the advertisement is received. Therefore the Authority's view is that regulation 32(2)(a) applies to the circumstances and as such Life After Traumatic Events Ltd is the only Supplier able to deliver the requirement.

The Secretary of State for Defence intends to enter into a 3-year contract with a 1 year Option with Life After Traumatic Events Ltd with a value of £180,000 for the provision of soft skills and listening skills training in support of welfare and bereavement caseloads for visiting officers.
