Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Whilst it is technically possible to migrate to an alternative supplier, this has to be done in a planned way to ensure a new supplier can operate the laboratories managed service (LMS) in a highly regulated and integrated environment. The duration of the modified contract is proportionate as based on previous experience it covers the time required to re-procure a complex, high value LMS and allow an incoming contractor to implement the new solution. The Authority has market intelligence that post-award, implementation can take up to 2 years and the LMS cannot go live until project sign off is achieved, meanwhile the existing LMS must continue to operate. The additional services are necessary to maintain the current proprietary solution which is configured as an interoperable umbrella service in order to integrate with middleware, ensure centralised ordering of all consumables and ensure equipment maintenance, uptime and associated risk remains with the prime contractor
