two.1.4) Short description

Worcestershire County Council (WCC) is the local Highway Authority for Worcestershire and is responsible for managing and maintaining public highways.The A38 Bromsgrove Route Enhancement Programme (BREP) will deliver a major upgrade of the A38 corridor (a key part of the major road network in Worcestershire) between the junction of the A38 Eastern Bypass with the B4094 Worcester Road to the south and M5 Junction 4 to the north.The programme contains a mixture of highway capacity and safety enhancements aimed at providing additional capacity within the area and improving overall journey time reliability. In addition, it includes a series of Active Travel enhancements providing opportunities for walking and cycling, alternatives to car use for short journeys and link to the Active Travel schemes provided though the Bromsgrove National Productivity Investment Fund.

two.2.4) Description of the procurement

The procurement will be run using restricted procedure as detailed in the Public Contract Regulations 2015. The restricted tendering procedure will be based upon two stages:1. Selection Questionnaire (SQ) – The selection questionnaire will be based on PAS 91:2013+A1:2017, with the inclusion of WCC specific questions. Responses to the SQ will be evaluated taking into account the selection criteria set out in the SQ. Four suppliers will be shortlisted to the Invitation to Tender stage.2. Invitation to Tender (ITT) – The Four shortlisted suppliers will be invited to submit a tender based on ITT documentation. Responses to the ITT will be evaluated to determine the most economically advantageous tender based on the award criteria set out in the ITT.The form of contract will be NEC 4 Engineering and Construction Contract Option C – Target contract with activity schedule.
