Pembrokeshire County Council’s Housing Support Grant Team is preparing to tender for Housing Related Support for Victims, Survivors and Perpetrators of VAWDASV.

Prior to the tender for this service, the team is holding an Information Session to discuss the current provision and the future plans for this service.

The Briefing Session will be via Microsoft Teams on Thursday 15th September 2022 from 13:00 - 15:00

The event will provide an overview of the services we are seeking to procure & the procurement process with an opportunity to ask questions on matters relating to the tender.

two.2.4) Description of the procurement

The key requirement of this service is to provide housing related support to individuals in Pembrokeshire who are at risk of homelessness and have been identified as a victim, survivor of perpetrator of VAWDASV. The requirement includes the need for individuals to develop the skills necessary to access and maintain suitable accommodation.

The service will provide accommodation-based housing related support for people who are resident in the six bed Refuge, the four 2/3 bedroom move-on properties and the five units of dispersed accommodation across Pembrokeshire.

The Floating Support element will be delivered countywide to individuals in the community, usually in their own homes (where possible), in temporary accommodation, the Service Provider’s office or at a venue agreed between the Service User and Service Provider.

The Housing Support Grant (HSG) is an early intervention grant programme to support activity, which prevents people from becoming homeless, stabilises their housing situation, or helps potentially homeless people to find and keep accommodation.

The purpose of the HSG is to prevent homelessness and support people to have the capability, independence, skills and confidence to access and/or maintain a stable and suitable home.

This should be achieved through:

-Services that build the capacity and ability of individuals or households to maintain a home.

-Services that prevent homelessness or the need for an individual to live in an inappropriate institutional setting.

-Providing or enabling access to suitable housing for individuals or households.

-Services that mitigate the impact of homelessness on individuals or households.

-Brokering access to other services for people in housing need.

-Raising awareness and understanding with other professionals and with the wider public, including in schools and colleges.

Outcomes

Welsh Government developed an Outcomes Framework for services funded through the Housing Support Grant, previously the Supporting People Programme Grant. Activities carried out by service providers report achievements against the following outcomes:
