NHS Sussex ICB intend to award a contract to Arch CIC following engagement with providers. The current contract with Arch CIC is due to expire on 31st March 2023. This justification relating to the direct award of this 84-month contract will cover security and stability of provision for a service in a market with limited provider interest.
The current contract was awarded by NHS Brighton and Hove CCG (now NHS Sussex ICB) following the publication of a Prior Information Notice (PIN) as a Call for Competition on 023488-2021 (Ref number). This interim arrangement was put in place to enable service continuity whilst the CCG took time to build a better understanding of the potential market interest in providing the service in the longer term. Subsequent to the publication of this PIN an RFI was issued to seek interest, with the incumbent being the only provider to respond.
In order for Sussex ICB to deliver against this agenda, the ICB intends to direct award (effectively extending the existing contract) to Arch CIC. The rationale and evidence to support this decision is contained in the section below. The extension will be for a period of 84 months from 1st April 2023.
The direct award will satisfy secure high quality, safe, effective, and efficient provision of a difficult to procure service with limited market interest. The stability of the service via a longer-term award will enable greater engagement from the provider in partnership discussions for the strategic development of the service and interactions with other related services.
