The attached document 'OUTLINE PROPOSAL TO ACCOMPANY PRIOR INFORMATION NOTICE FOR PROCUREMENT OF A NET ZERO ENABLER HUB' contains more details on the proposed approach the GLA will be looking to procure. In summary the GLA expects the 'Zero Carbon Enabler Hub' Hub to meet its aim of helping organisations to decarbonise mainly through Technical Assistance Facility, Project Development and other forms of support. This will help to create and support preparation of active pipelines of decarbonisation projects in public sector bodies including local authorities, GLA functional bodies, as well as members of the London Anchor Institutions Network, social housing and community/cultural institutions. The Hub will continue the work of the existing Low Carbon Accelerators, (Low Carbon Accelerators | London City Hall) with a broader and more ambitious scope. To that end the Hub will promote a healthy pipeline of building decarbonisation and local clean energy projects that are suitable for investment through the GLA's Green Finance Fund or other funding mechanisms.

The GLA is seeking feedback on this proposed approach procurement and the Outline Market Engagement Surveythis early market engagement is designed to provide an opportunity to inform the approach taken by GLA to deliver on the ambitions of the Mayor in helping decarbonise London.
