two.2.4) Description of the procurement
This Prior Information Notice (PIN) is for DHCW to engage with suppliers to understand their capability and capacity to provide a software solution (or solutions) to extract patient data from GP systems for the following purposes:
1. Data analysis, reporting, audit and quality within GP Practices with identifiable results being available within the GP Practice and with aggregate results being submitted to a central location (within DHCW or for DHCW to access)
2. Patient level extractions for secondary uses (national audits, research etc) where data can be identifiable, pseudonymised or anonymised and is made available at varying frequencies – monthly, quarterly, annually etc
3. Creating defined patient level extractions and associated cohort identification to support direct patient care. A typical use case would be to support the Welsh Immunisation System (WIS) to identify potential eligible cohorts for scheduling.
The initial term for the new solution will be three (3) years with the option to extend for one (1) + one (1) years.
Initial engagement will be via a Supplier Briefing day to be scheduled on Friday 6th September 2024. A full itinerary will be provided to those suppliers who express an interest.
The Authority's intention is, using the intelligence gained from the Supplier Briefing Day, to understand the solutions available in the market place with a view to undertaking a competitive procurement before the end of the calendar year.
However, Suppliers are to note that the Authority will not be bound to proceed with a future competitive procurement but will provide further and a more definitive notice to the market in relation to its intention to procure after the supplier briefing day.

DHCW is offering potential economic operators the opportunity to attend a one to one session to briefly demonstrate their system/systems to the project team. Given that the existing solution is no longer available from the end of the calendar year, the solution demonstrated should be market ready as DHCW is not seeking a bespoke software solution.
The supplier presentation should be focussed on the reporting functionality associated with the solution and discuss how the solution may be deployed nationally.
The sessions will take place in person at the Digital Health and Care Wales Offices (DHCW), Ty Glan-yr-Afon, 21 Cowbridge Road East, Cardiff, CF11 9AD on Friday 6th September 2024.
Each economic operator will be allocated up to 1 hour and it is requested that a maximum of two representatives attend per organisation.
If your organisation would like to express an interest in taking part in one of these sessions, please provide details of your representative names. Session times will be confirmed once expressions of interest have been received.
Expressions of interest must be submitted to Allison Roblin, DHCW Commercial Services, by email Allison.Roblin1@wales.nhs.uk and are required by 12:00 noon on Monday 19th August 2024. Upon receipt of an email, a suppliers interest will be registered. Each supplier will receive a Supplier Briefing and Supplier Template document following the EOI closing date and time. All suppliers are invited to review the Supplier Briefing and Template documents prior to the Supplier Briefing Day, where the Authority will be available to answer any questions prior to their completion. The Supplier Template document must be completed and returned by no later than 12 noon on 20th September 2024. Further details regarding the Supplier Briefing Day will be provided in due course.
