Crawley Borough Council is launching its digital connectivity project to improve broadband connectivity in the Manor Royal business park, an initiative with the potential to drive substantial economic growth in Crawley. Up to GBP1.5 million in funding has been secured through the UK Government’s Towns Fund initiative for this project, and will be allocated towards the deployment of fibre-to-the-premise (FTTP) digital infrastructure throughout the Manor Royal business park, enabling access to gigabit-capable connectivity for 100% of premises in the park. As such, the Council is seeking to engage a partner to build, operate, maintain and commercialise this network. The establishment of a commercial partnership, achieved through a combination of public and private investment, is central to maximising the project’s economic benefit, by increasing the capital that can be deployed and thereby expanding the potential FTTP coverage across Crawley.

Given the nature of this contract, the Authority recognises that there may be variances between bidders in respect of the duration which would be required in order to realise any initial investment. At this juncture, the Authority envisages that the works would be completed within 18 months from contract execution, and thereafter, the contract would be over a period of up to 25 years. On this assumption, the Authority has calculated the estimated value of the contract will be c£18m. However, it is intended that the duration of the contract will be discussed with bidders during the negotiation phase, and therefore, it is possible that the contract term may decrease/increase in accordance with bidders' solutions. The figures provided here are therefore based on the Authority's reasonable estimates at this stage of the procedure and incorporate the £1.5m Towns Fund grant and predicted revenue for the selected partner over a term of 25 years. The estimated revenue stated here is a prediction only and is not guaranteed. Actual revenue incurred will be dependent on the take-up of connectivity services by third party users.
