This Notice signals DBT’s intention to go to market to replace the current contract for the Global Supply Chains Intelligence Programme (GSCIP) Knowledge Graph which expires in March 2025 and is for Market Engagement purposes only. This notice contains a link to a confidential survey that DBT will use to gather information on your offerings. Your responses will help inform our specification of requirements.
DBT leads a cross-government programme that combines both government (HMG), private sector and open-source data sets to build global supply chain understanding. At the heart of this programme is a ring-fenced graph style database stored in our own secure Virtual Private Cloud (VPC).

two.2.4) Description of the procurement
GSCIP is a project led by DBT and currently supported by six other departments which has combined HMG, private sector and open-source data to build detailed global supply chain maps at commodity and company level using a knowledge graph, and graph data analysis and visualisation tools.
Ahead of the next phase, we are exploring options and developing requirements for a potential partner to help us deliver a ‘No Code’ web application XL graph-style database for a further three years from April 2025. The data, software, and tool will be deployed onto our IT infrastructure and/or onto a commercial VPC server that we control.
To aid DBT in developing the specification we are interested in furthering our understanding of the market offering landscape. Specifically, we want to hear from suppliers who can help us to deliver the required XL graph-style database and accompanying support services.

Following a review of the responses to this Notice, DBT may arrange a formal engagement with all respondents to discuss the findings. We anticipate that this may take place in mid-September and we will confirm in due course.
It is anticipated that the tender will take place this autumn with the contract being awarded at the beginning of January 2025 with the contract commencement in April 2025.
Should we proceed to market we will use the Crown Commercial Service Spark DPS to carry out the tender. Only suppliers who are registered on the Spark DPS will be able to participate, therefore if you are interested in this potential opportunity, we recommend registration on the DPS as soon as possible.
