The OPCC is seeking submissions from a credible and experienced ACE/Trauma Training Organisation to recruit and manage Trauma Informed Practitioners (TIPs) to patrol with police and provide feedback through reflective practice to support Trauma Informed Policing.

TIPs support will continue to focus predominantly on Response and Patrol Policing teams, and will also include TIPs making themselves aware of local commissioned services, engaging with key partners, support in Police Custody, some support for Neighbourhood Officers and other policing teams, and giving feedback on PPN1s (safeguarding forms) with a view to police writing them through a trauma informed lens.

The recruitment and management by a lead ACE/Trauma Training Organisation of of up to four Trauma Informed Practitioners (TIPs), or up to twelve TIPs if the OPCC is successful in its bid to the Youth Endowment Fund. This includes sourcing independent clinical supervision, providing the TIPs with any training the Provider deems necessary to ensure they are competent and consistent and providing up to 12 virtual Trauma Informed Policing training sessions during the lifetime of the contract. If the OPCC is successful in its bid to the YEF, the Provider will also provide additional trauma informed training with a particular emphasis on young people connected to Youth Justice, Children's Social Care and/or issues connected with education.

Please note, if the OPCC is successful its bid to the Youth Endowment Fund, the Provider will work with the Commissioner, Youth Endowment Fund and Independent Evaluator in the Spring of 2023 to co-design the programme (this does not affect the 4 TIPs recruited from January 2023). The Provider would be expected to make reasonable adjustments to support the requirements of the Youth Endowment Fund which would begin Summer 2023 and run until March 2025.

The successful Provider will be awarded funding and promptly recruit, guide and manage the Trauma Informed Practitioners (TIPs) based on the TIPs job description below. The TIPs will be based with police in Hampshire and it is acceptable for the Provider to line-manage the TIPs virtually on Microsoft Teams. There is an expectation of at least two in-person visits by the Provider to each TIP during the life of the contract.

The concept of TIPs support to the Police is that TIPs patrol with police, attending calls from members of the public, observing and considering incidents through a trauma informed lens, and providing feedback based on reflective practice.

The TIPs should build a strong relationship with the following: (other partnerships may be applicable):

• The Policing Team they are supporting

• The Office of the Police and Crime Commissioner and in particular the Violence Reduction Unit (VRU) and Youth Commission

• Hampshire Constabulary and in particular the GRIP support working alongside the VRU (which includes the Police Serious Violence Task Force)

• Youth Offending Teams (YOTs) and Probation

• Liaison and Diversion Service (including young person workers based in the Police Station where applicable)

• Local support services including youth services, domestic abuse and mental health (including Hampshire Constabulary Mental Health Lead and Mental Health Rapid Response Vehicle)

• Police Education Partnership Managers

• Multi Agency Safeguarding Hubs (MASH)
