The Council has a priority for a Thriving Sustainable Cornwall that offers a secure home for all – this work directly contributes to this priority by bringing people in from the streets and supporting them into more sustainable move-on accommodation. The Mental Health service supports both of these objectives.
The Council has a further priority of Vibrant, Safe, Supported Communities where health starts at home. This work directly contributes to this priority in a number of ways: rough sleeping both places individuals at risk of crime but also makes communities feel less safe due to its visibility and associated or perceived behaviours (street drinking, anti-social behaviour etc). By addressing and reducing rough sleeping and by meeting the wider needs of rough sleepers, communities feel safer and individuals are supported in safer environments. In addition, there are other projects that focus on improving the health of people who sleep rough, through addressing substance misuse, supporting hospital discharge and supporting complex females around sexual abuse and sexual violence. This project links with a wide range of accommodation and support services for rough sleepers.
These services links to the Council’s priorities in the Homelessness and Rough Sleeping Strategy which include prevention, intervention and recovery from rough sleeping with this service forming part of a wider pathway for rough sleepers from the streets into their own tenancies. The Next Steps team who will manage and support this provision work very closely with current CHL services with all referrals going through the Rough Sleeping Team in CHL. This will adjust to the new County Wide Hub in the RSI 5 service delivery model.
This Next Steps service also works in partnership with the mainstream Mental Health and Adult Social Care services, Drug and Alcohol, Safeguarding, and Domestic Abuse Services. Employment and Training and general social inclusion will also be considered, and links will be made with local Voluntary Sector organisations.
This service will also be closely aligned to Community Safety within the council and the wider Criminal Justice service ensuring a critical contribution and effective multi-agency working across a vast partnership of services. The operational team link with the Rough Sleeper Operational Groups and Safer Towns as appropriate.

Given the specific nature of the services required and the value of the contract an open procurement is considered the most appropriate method of sourcing the required services.
The aim of this tender is to deliver a Mental Health and Wellbeing service for residents of Cornwall for a period of 2 years. with potentially two 12 month extension options.
The Council has statutory duties to accommodate and support some people who are homeless and/or rough sleeping and have a strategy and a commitment in place to prevent homelessness and rough sleeping in Cornwall. It has been identified that many individuals who have experienced/are experiencing homelessness and rough sleeping have also experienced/are experiencing issues with their mental health and wellbeing.
In order to support these objectives, we are awarded grant funding. This includes; Rough Sleeping Accommodation Programme (RSAP); Winter Pressures Funding for our Cold Weather Services; Rough Sleeping Initiatives funding (RSI); and Next Steps Accommodation Programme (NSAP) funding which has supported rough sleepers to address their mental health issues in order to assist them into accommodation or help them maintain accommodation. To provide longevity for the mental health services this has been transitioned into the RSI funding stream.
These mental health services have evolved over the years, starting with CPFT statutory services and progressing to include the Voluntary Sector (Pentreath, Rethink and Cornwall Mind) and Social Work through Adult Social Care and have been funded through RSI, NSAP and COMF.
Following the previous allocation of funding from NSAP, these providers delivered services as a multi-disciplinary team and by working together ensured the most appropriate worker was allocated to each referral and that the team could support each other and better manage risks. This has ensured coverage across the county as well as ensuring that the most appropriate service specialisms were allocated to individuals to best meet their needs.
This project has supported with Mental Health and Wellbeing support; access to clinical and psychological treatment and inpatient services when required. Our Social Work colleague has supported with capacity assessments and safeguarding where required as well as help to access packages of care. Our Voluntary Sector colleagues have supported with the wider support across a range of domains such as housing, employment, finance and lifestyle, making referrals to other specialist agencies as appropriate such as drug and/or alcohol treatment.
