The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

The lotting structure is aimed to encourage SME participation, but as well as encouraging SMEs to bid directly we are also welcoming sub-contracting opportunities, albeit these may be fewer due to the reduced lot sizes.

The smaller lots are designed to encourage SME's many of whom do sub-contract. The subcontracting opportunities tend to be low value, and most suppliers already have long standing arrangements with local existing sub-contractors.

Therefore, we will not be including the Subcontractor Clause.
