NHS Kent and Medway Integrated Care Board are undertaking a procurement process and are inviting suitably qualified and experienced providers to bid for a Rough Sleeper Mental Health Service.
The anticipated contract duration will be for an initial period of 3 years with an option to extend for up to a further 2 years as required.
The service is a Schedule 3 Service and is being procured under the Light Touch Regime(LTR) of the Public Contract Regulations 2015.

two.2.4) Description of the procurement
The service is for the provision of a Rough Sleeper Mental Health Service.
This service is for individuals referred by West Kent and Medway Rough Sleeper Initiative (RSI) outreach services who are sleeping rough or insecurely accommodated and have a mental health need, who generally will not engage in formal health care pathways.
The service will include providing assertive clinical mental health assessment and interventions to individuals who generally will not engage in formal health care processes, working in non-health care settings with a range of partners, including people who have had experience of homelessness and can provide peer support.
The desired outcome of the service is that rough sleepers and people who are insecurely housed across West Kent and Medway are engaged in the mental health care they need, in a place that’s right for them. Delivered in conjunction with any other care or treatment required, that allows them to recover or manage their condition and supports them in to settled accommodation.

It is the current intention of the commissioners to procure the service and appoint a provider to deliver the service covering the West Kent and Medway region.
Within the contracted term the ICB may expand the service provision to additional areas of Kent and Medway. Any expansion is not expected to alter the overall nature of the service and the model will remain the same. Any expansion of the service will be agreed via contract variation (CV) and the expected annual contract value(s) will be updated. For indicative purposes, expansion of the service to the Swale, Dartford, Gravesham, Swanley and East Kent areas would be expected to increase the annual contract value to £940,000.
