The purpose of this Prior Information Notice (PIN) is to notify the market of Belfast Labour Market Partnership’s (BLMP) intention to hold a pre-market engagement (PME) session with interested parties to inform them of a new Gateway to Choices Service (GtCS) which will be put out to tender later this year.

two.2.4) Description of the procurement
The new GtCS will be a specialist triage support resource which will help Belfast residents who are part of the target group (i.e. long-term unemployed, economically inactive, under-employed) through referrals to appropriate existing provision and utilise all existing funding mechanisms and interventions, including those in health. The ultimate goal of the GtCS is to get more of those further back in the labour market to engage in existing provision which is there to support their employability and skills journey towards employment. The contract holder will also be expected to create an integrated framework of employability and skills provision in the city (and beyond), ensuring support for Belfast residents through GtCS.
The PME session will give a brief overview of the new GtCS, including further details regarding the above areas of work and potential requirements. It will also give a brief overview of the procurement process including an indicative timeline.
The session will be run via MS Teams and representatives from KPMG, Belfast Labour Market Partnership and Belfast City Council Commercial Procurement Services will be in attendance. A briefing presentation will be delivered and there will then be an opportunity for interested parties to submit written feedback and/or questions.
The date of the PME session will be Thursday 15th September 2022 at 3pm and will last approximately 60 - 90 minutes. Please note that a maximum of two attendees from each Organisation may be permitted to attend.
