two.1.4) Short description

TEFOS (Territorios Forestales Sostenibles) is a flagship programme under the Foreign, Commonwealth and Development Office’s (FCDO) International Climate Finance (ICF). It provides funding to support the Government of Colombia (GoC) to tackle deforestation in conflict-affected areas, through three programme “Pillars”:

i. Strengthening land registry systems to incentivise sustainable land management,

ii. Strengthening the criminal justice system to tackle environmental crime in deforestation hotspots, and

iii. Creating and promoting innovative, sustainable economic opportunities for communities.

TEFOS will provide £64m of funding for activities from March 2020 to end of 2026. Pillar 3 services would be delivered between 2023 – 2026, to reduce pressure in selected deforestation hotspots through sustainable economic activities and conservation incentives. The overarching objectives are below and the geographic scope for implementation would be in selected PDET1 municipalities in Caquetá, Guaviare, northern Putumayo and southern Meta:

i. Increasing small and medium enterprises2 (SME) skills to produce commodities and services that protect standing forests in line with environmental restrictions in selected TEFOS PDET municipalities.

ii. Improving market access for commodities and services that protect standing forests in the deforestation border in selected TEFOS PDET municipalities.

iii. Promoting conservation incentives such as payments for ecosystem services (PES) and conservation agreements (led by Environmental Authorities) in areas with land use restrictions in selected TEFOS PDET municipalities.
