BEIS is responsible for administering relevant environmental legislation including, implementation of the Environmental Assessment of Plans and Programmes Regulations 2004 ‘the SEA Regulations’ (or its future equivalent) to undertake an SEA (or its future equivalent) to inform its decision on government plans and programmes covering offshore oil and gas, offshore gas and carbon dioxide storage, offshore renewables, and hydrogen. This means that SEAs need to be carried out and maintained as necessary prior to licensing / leasing rounds in which offshore areas on the UK Continental Shelf (UKCS) are offered. 

Habitat Regulations Assessments will additionally be required, if any applications relating to a specific licensing round could potentially significantly affect the integrity of any national site network.

two.2.4) Description of the procurement

BEIS requires a service provider to project manage the overall SEA programme on behalf of BEIS, which will include maintenance of SEAs, preparation and completion of a new SEA, Habitat Regulations Assessments and maintaining SEA programme of research.
