Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The majority of services within YiM were established with Future in Mind funding, which is now part of our ICB baseline budget for CYP mental health. The intention was to carry-out an appropriate procurement process resulting in the award of a new contract for the provision of these services. However, the lead manager for this area was away from work for an extended period and the requirement to re-procure this service was not picked up whilst they were away.

Therefore, to allow for a appropriate procurement process to be conducted, the proposal is to extend the YiM contract for a further 12 months to the 31st March 2024.

Following the pandemic we have seen an exponential rise in demand for CYP mental health services, and an increase in the acuity of needs for those CYP presenting to and being supported within services. The SEND inspection for Bradford has also highlighted the need for more timely support and support for those waiting for an assessment, of which Youth in Mind are a key partner in delivering against this written statement of action. We are keen not to destabilise the sector, which is operating over capacity, with increasing pressure on our community based and more specialist services.

Mitigations

1) Mind in Bradford are an established and highly regarded partner in delivering both adult and CYP mental health services in Bradford District and Craven. During the current contract period they have demonstrated that they are delivering a high quality, value for money service and there are no issues of concern regarding service delivery and outcome achievement.

2) Within the Youth in Mind services are two related services which are funded via the Reducing Inequalities in Communities programme which have been extended to 31st March 2024. Extending the current Youth In Mind contract offers the potential to align the procurement process for all of these services, subject to the outcome of the evaluation process for the Reducing Inequalities in Communities funded services.

3) Extending the contract would ensure stability of service provision which is particularly important due to the current demand for mental health services and the results of the recent SEND inspection in Bradford.

4) Over the next 12 months, we will work with the provider and young people who access the service to establish the basis for a new contract to procure through a process in 2024.

Justification under which formal quotation / tendering process is to be waived:

(i) there is a clear benefit to be gained from maintaining continuity with an earlier project. However, in such cases the benefits of such continuity must outweigh any potential financial advantage to be gained by competitive tendering;
