Scottish Hydro Electric Transmission Plc. (SHET) are seeking an optimisation, auditing and analysis tool for project plans. This will support our large capital project portfolio with data-driven insight and risk modelling on project plans, helping project managers identify, analyse and mitigate risks that could impact project schedules.

Our programmes contain thousands of activities and relationships, which change with some regularity and the current methods of analysis are inefficient, time consuming and prone to error due to the manual effort involved. Areas such as schedule risk, mitigation, delay analysis, forecast and schedule changes are difficult to show visually and present in an easily understandable format.

Data driven insights from this software tool will enable project and programme managers to make informed proactive decisions with regards project structure and scheduling to prevent/mitigate risks spanning near to long term.

The key capabilities required for this tool are as follows:

 Provide an easy-to-use interactive solution

 Data upload capability for project plans (Excel, MS Project, P6)

 Project Schedule Reviews: Identify critical paths, activity changes, delays, current vulnerabilities, potential future challenges and associated next actions

 Task Automation: Automate current manual tasks performed by our schedulers and Project Managers

 Risk Modelling: Assess and identify potential risk areas and provide associated mitigation actions.

 Resource Tracking: How, where and when resources are being utilised

 Reporting and Analytics: Provide visually rich configurable reporting dashboards with data filtering options. Present both project and portfolio views in a visual, compelling and shareable way.

 Predictive Insights: Identify trends and provide forecasts using both predictive algorithms and historical data.

Optionally it is desirable for the solution to have the capability to integrate and receive data directly from Oracle P6 and Microsoft Project (SAAS).

The financial standing of a prospective supplier must give SHET reasonable confidence that the supplier can successfully fund the services for the duration and accept reasonable liability in line with the level of risk their project presents to SHET.

Other/additional requirements may be set out in the final tender documents.

three.1.3) Technical and professional ability

The requirement is for a Commercial-Off-The-Shelf (COTS), Software as a Service (SaaS) solution with a dedicated tenant and free automatic upgrades (new functionality, security patches etc)

Scalable solution is required, with flex to increase or decrease users where required.

Prospective suppliers should be able to evidence strong knowledge and experience in the delivery of similar services, at scale.

The solution should have a high standard of in-built cybersecurity and the Tenderer should be able to commit they will make endeavours throughout the term to ensure the solution remains free of malware

To maximise ongoing cooperation and development opportunities the Tenderer should be the IP/license holder of the solution they are offering.

Additional requirements may be set out in the final tender documents.

Minimum level(s) of standards possibly required

It is desirable that the tenderer holds ISO27001/SOC2 and has CSA Star level 2 accreditation for the solution.

The solution should come with appropriate business continuity and disaster recovery functionality and support (including data backups) to mitigate the potential loss of customer data in the event of a business disruption/disaster.

The solution should host its data in the UK or EU (UK preferred).
