Dounreay Site Restoration Ltd (DSRL) is considering procuring:
Five Framework Agreements for the Provision of Contingent Resource that are required to support decommissioning activities on the Dounreay Site. The Framework Agreement will be utilised to support the recruitment of vital roles to support the decommissioning of DSRL.
The scope of the Contingent Resource Framework includes:
• Candidate Sourcing
• End to End Recruitment
• Demonstration of SQEP Resources
In advance of a potential procurement process, DSRL wishes to engage in a preliminary market consultation with interested parties to obtain their views on how the commercial agreements might be structured to ensure that they are attractive, viable and will deliver value for money. This notice is not an invitation to tender or a call for competition.

two.2.4) Description of the procurement
The Employer has a requirement to engage the services of up to five suitably qualified and experienced Consultants to provide Agency Supplied Workers (ASWs) to the Dounreay Site for the period December 2022 to December 2024.
Each Consultant will be awarded a Framework Agreement to enable call off contracts to be placed through mini competitions.
Candidate sourcing:
• Demonstrable search and sourcing capability
• Provision of an e-recruitment platform or interface to facilitate recruitment and on boarding processes
• Identification, implementation and delivery of innovative and realistic ways of working together with DSRL to add value and ensure continuous improvement over the duration of the framework
• Salary benchmarking and market analysis.
End to End Recruitment:
• Provision of candidate long and short lists
• Providers should be able to facilitate aptitude and ability testing as appropriate to the job role.
• Candidate management process during and post selection process – including feedback, offer management and termination both Natural and Early termination
• Management of the end-to-end sourcing process from the receipt of a requisition for an ASW resource to managing the payment of fees and expenses to the individual ASW hired.
• Efficient and sustainable back office capabilities
• Vetting Process
• Provision of Management Information
Demonstration of SQEP Resources:
• Competence and qualifications should be demonstrated at the time of appointment; and be able to show details of how a record of competence is maintained for all agency supplied workers to demonstrate Suitably Qualified and Experienced (SQEP) resource.
Market consultation:
A webinar will be scheduled via Microsoft Teams and held on Monday 5th September 2022 from 11am-12pm.
Following/during the webinar interested parties will be invited to complete and return an accompanying Questionnaire in line with the instructions contained therein.

DSRL does not undertake or guarantee that it will conduct any procurement process following the publication of this notice. If a procurement process is conducted, it will be advertised via FTS. Interested parties who choose to participate in the preliminary market consultation do so at their own cost and expense. DSRL shall not be liable for any such costs or expenses under any circumstances.
