Dounreay Site Restoration Ltd (DSRL) is considering procuring:
• A Construction Partner to construct headwork facilities required for the Shaft and Silo, coordinate the installation and commissioning of additional equipment and systems that have been / are being procured separately, and be responsible for the M & E of the Shaft and Silo headwork; and
• A Delivery Partner organisation to provide project management, construction management, project controls, commercial and contract management services to the project, to support the Shaft and Silo Decommissioning Project at its site in Dounreay, Thurso.
In advance of a potential procurement process, DSRL wishes to engage in a preliminary market consultation with interested parties to obtain their views on how the commercial agreements might be structured to ensure that they are attractive, viable and will deliver value for money. This notice is not an invitation to tender or a call for competition.

two.2.4) Description of the procurement
The Shaft and Silo Decommissioning Project (SSDP) forms a key part of the Dounreay Integrated Waste Strategy. As a result of operations over many years at Dounreay, a range of Intermediate Level Waste (ILW) has been disposed to the Shaft and stored in the Wet Silo.
The project comprises the design, build, operations and decommissioning of limited life plant and facilities necessary to retrieve and treat the waste from within the Shaft and Wet Silo and enabling works required in advance of the main construction.
Much of the solid waste will be prepared for encapsulation in a grout matrix by compaction. Sludge waste will be solidified using cement powders and compacted in a similar manner to the solids waste.
The potential procurement that is the subject of this notice comprises a part of the SSDP and includes a Construction Contractor to be appointed to work with the client design team for the “construction drawing” element of detailed design and to construct the headwork and related facilities required for the Shaft and Silo. The Contractor will be responsible for coordinating the installation and commissioning of equipment and systems that have been / will be placed directly with the Supply Chain by DSRL. The Contractor will also be responsible for the M & E of the Shaft and Silo Headwork which includes the following elements:
• Building Services
• HVAC
• Electrical, Control & Instrumentation
• Shield / Containment Doors
• HV Substation.
DSRL is separately considering appointing a Delivery Partner organisation that can provide project controls, commercial and contract management services to the project.
Market consultation:
There will be two scheduled webinars, one for the Construction Partner and one for the Delivery Partner. The Construction Partner event will be held on 6th September 2022. The date for the Delivery Partner event will be confirmed in due course.
Following/during the webinar(s) interested parties will be invited to complete and return an accompanying Market Consultation Questionnaire in line with the instructions contained therein.
Interested parties that have attended the webinar and completed the requested Market Consultation Questionnaire will be able to book a time slot as part of preliminary market engagement to discuss the procurement with DSRL representatives.

DSRL does not undertake or guarantee that it will conduct any procurement process following the publication of this notice. If a procurement process is conducted, it will be advertised via OJEU. Interested parties who choose to participate in the preliminary market consultation do so at their own cost and expense. DSRL shall not be liable for any such costs or expenses under any circumstances. Information obtained during the preliminary market consultation will not be used in any way which would have the effect of distorting competition or would result in a violation of the principles of non-discrimination and transparency. No party will be advantaged or disadvantaged during any subsequent procurement process because of information submitted (or not submitted) by it in the course of the preliminary market consultation. Parties do not need to participate in this preliminary market consultation process to take part in any subsequent procurement process.
