two.1.4) Short description

Oxfordshire County Council wishes to commission the services of a consultancy to manage the Didcot Garden Town (DGT) and Milton Park (MP) Paramics Models

The key outputs of the service are:

• Undertake model runs, extracting data from the model and effectively manage access to the DGT Paramics model on behalf of Oxfordshire County Council (OCC), South Oxfordshire District Council (SODC) and Vale of White Horse District Council (VoWHDC); and the MP Paramics model on behalf of OCC;

• Assist OCC in developing and implementing a process and charging schedule for 3rd parties to use the model, e.g. provide costs for a range of standard model outputs e.g. junction counts, traffic flow data; to provide a ’shopping list’ for 3rd party use; and

• Maintain and update the model when deemed necessary.

The DGT model is the outcome of over four years’ work alongside Systra Ltd. Therefore, the procurement route to fulfil this requirement is a direct award to Systra Ltd, using ESPO Framework 664_21, Lot 5.
