Preliminary Market Consultation (PMC) is a “pre-procurement” process that enables contracting authorities that are subject to the Public Contract Regulations 2015 to seek responses from the market in transparent, fair and equitable manner.
The purpose of this PIN notice & the PMC is to alert the market of the intention of Education Buying Group to run a procurement activity to establish a framework agreement.
Secondly, we aim to seek feedback from potential suppliers on the design of the framework, including scope, approach to lotting, technology requirements and framework operation and other specifics of managing the agreement once live.
This process is not a procurement process, although it may form part of a procurement.
