Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council, Peterborough City Council, and South Cambridgeshire District Council (RECAP Partners) seek expressions of interest from suitably experienced organisations to secure a contractor to carry out the dry mixed recycling services for the RECAP Partners through this Competitive Dialogue tender procedure.
The RECAP Partners wish to establish contracts for the Bulking, Haulage and Processing of Dry Mixed Recycling (DMR) collected by the RECAP Partners.
The RECAP Partners, as part of an innovative and unique commitment through collaboration, adopt a joined up approach in managing their dry mixed recycling provision across the region. As part of this collaboration, they are undertaking this single joint procurement, which will result in a successful bidder being appointed for each Lot (or both), but each RECAP Partner will enter into a separate contract with the successful bidder, the same duplicate contract being used.
The contracts will last for five (5) years with the provision to extend for up to an additional five (5) years subject to requirements and satisfactory performance.
The contracts will be awarded in two separate lots as follows:
1. Lot 1: the transportation/receipt, sorting and onward sale/re-processing of commingled dry recyclable materials.
2. Lot 2: the bulking and storage of dry recyclable materials and loading materials for transportation.
If a bidder is successful in both Lots, the Councils will combine the Lots into a single contract for each of them.
The contractor will need to demonstrate its ability to contribute to the RECAP Partner’s vision effectively and sustainably, based upon a financially sound long-term operational model that is attractive and acceptable to the RECAP Partners.
The RECAP Partners collect and arrange for the processing and recycling of approximately 82,000 tonnes per annum collectively of dry mixed recyclables from household recycling collections. The DMR stream collected by each RECAP Partner includes paper, card, glass, plastic, metals and composite packaging materials. The contractor appointed will be required to work with the RECAP Partners to respond to any changes that result from the Environment Act 2021 coming into force. This may include receipt, processing and recycling of partially, or fully separated streams of DMR materials.
The scope of the service required in each Lot includes the provision of a reception point for the RECAP Partner vehicles to make deliveries of waste, treatment recycling and/or disposal of all dry mixed recycling material, transport of all dry mixed recycling waste and resulting fractions, processing and sorting and the marketing and management of all process outputs (e.g. products and residues) from the treatment process. The scope of each lot also includes managing the service, collecting and reporting service information, reducing carbon emissions associated with managing the RECAP Partner’s waste, and providing social value.

The successful bidder will be required to meet the following objectives whilst considering the carbon impact of the operations:
• Sort and separate Contract Materials at a Materials Recycling Facility in a manner that maximises quality, quantity and value;.
• Maximise the value from the Contract Materials and secure arrangements for the onward processing and sale of Recyclable Materials for recycling.
• Treatment and disposal of all non-recyclable items whilst operating in compliance with the waste hierarchy, maximising diversion away from landfill.
