Yorkshire Purchasing Organisation (YPO) is a national public sector buying organisation delivering an array of frameworks to the public sector. YPO are currently developing a nationwide framework for Managing Recruitment within the public sector, which will replace YPO’s framework for Managing Temporary and Permanent Recruitment (942), due to expire in January 2024.

two.2.4) Description of the procurement
A framework can be considered as a procurement tool which compliantly connects suppliers with public sector organisations. There is no guarantee of work by virtue of being a supplier to a framework, however being an appointed supplier increases opportunities within the public sector.
YPO are keen to engage with suppliers in the market to support the development of the third generation of our recruitment framework and understand the importance of engaging with both users of the framework (public sector organisations) and suppliers to ensure the next iteration meets current and future market needs.
In particular, YPO would like to receive feedback from suppliers in respect of the following services:
• Managed service for temporary recruitment
• Managed service for permanent recruitment
• Recruitment process outsourcing (RPO)
• Technology solutions, such as vendor management systems and talent pool technology
• Total talent management
• Any services considered additional to the above, such as statement of works, interim/exec recruitment/employer branding
Please note, the above list is not exhaustive and we welcome feedback in respect of recruitment and resourcing services relevant to the public sector, but not listed above.
YPO are therefore looking for suppliers who would be interested in completing a short questionnaire and/or having a conversation with us. Please register your interest by contacting us at hrsolutions@ypo.co.uk and we will share a copy of our Request for Information (RFI) document for your review and completion.
Please note that this information is being sought without prejudice and without commitment. Should YPO decide to take this project further, the completion of an RFI will not be part of that process nor will the information provided be used to determine the outcome of that process.
Should YPO wish to proceed with any supplier, a formal procurement process will be followed in accordance with YPO’s contract procedure rules and relevant procurement regulations.

YPO will incorporate a standstill period at the point of notification of the award of the contract
is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and
provides time for unsuccessful tenderers to challenge the award decision before the contract
is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who
have been harmed or are at risk of harm by a breach of the rules to take action in the High
Court (England, Wales and Northern Ireland).
