two.1.4) Short description

The London Borough of Bromley is commissioning a Specialist Stop Smoking Service for adults and young people. The intention is to appoint one specialist provider to deliver this service.

The Specialist Stop Smoking Service will include behavioural support alongside the provision of appropriate evidence-based stop smoking aids to address tobacco dependence. Behaviour support should be available via a variety of methods to suit the client and include face to face, telephone, and digital options.

A pilot Stop Smoking Service, Smokefree Bromley has been in place since January 2024. An expansive communication strategy for the new service will be required for residents and stakeholders as well as proactive outreach to engage targeted populations with higher rates of smoking. Facilitating and promoting training to the wider workforce is necessary in order to support referrals into the service. The service will also contribute to prevention strategies and work in partnership with other stakeholders as part of a system wide response to smoking cessation.

The Specialist Stop Smoking Service contract will start on 1st April 2025 with an initial term of 4 years to 31st March 2029.

two.2.4) Description of the procurement

The London Borough of Bromley is inviting tenders for the provision of a Specialist Stop Smoking Service. All applications must be made through the ProContract e-tendering portal and not the contact details contained in this notice. The process will be conducted using the Competitive Procedure allowed for within the Health Care Services (Provider Selection Regime) 2023.

Evaluation of the tender will be based on the CIPFA evaluation model and in full compliance with the Provider Selection Regime (Competitive Procedure), the Council's contract procedure rules and the stated criteria.

Evaluation of the quality criteria issues etc will also include the application of minimum scoring thresholds. If a proposal receives a score below the required thresholds, then the bid may not be considered further. The minimum acceptable score is a requirement to obtain at least half of the available points in any particular area. An indicative use of this model can be downloaded from the Council's website.

The Council may make use of the contact for further negotiated arrangements to the extent permissible and in compliance with relevant procurement regulations. Prospective contractors are advised that the documents issued at this time in conjunction with the Find A Tender Notice may be supplemented and / or amended as provided for in the Health Care Services (Provider Selection Regime) 2024 for use of the Competitive Procedure.
