National Gas is seeking to engage with the market to explore opportunities to procure UK-based services for the provision of a network management and support partner for its enterprise network including LAN / WAN / remote sites / WiFi provision. As part of its separation from National Grid, National Gas has engaged its incumbent network partner to separate its existing network from that of National Grid - this includes the physical and logical separation of LAN / WAN / WiFi and the supporting management services (e.g. NOC, monitoring software, etc).

The services will be primarily performed at National Gas HQ in Warwick and suppliers will need to make provisions to offer the services at additional National Gas sites across the UK mainland (c.40 sites) excluding Northern Ireland.

two.2.4) Description of the procurement

National Gas is undertaking Early Market Engagement (EME) to validate its indicative strategy to procure a UK-based service (excluding Northern Ireland) which will deliver a "walk in take-over" of a newly built enterprise network which provides connectivity to National Gas HQ and satellite sites. It is envisaged that this may encompass the support and maintenance of WAN, LAN and WiFi, including hardware and software maintenance, network monitoring (NOC) and control (though not CSOC which is provided by National Gas) and incident management (to be managed through National Gas Service Management service desk - that is currently being procured through a separate procurement activity).

Staff involved in the delivery of the services will require appropriate security clearance - it is currently envisaged that this will be United Kingdom Security Vetting - Security Check (SC).

It should be noted that National Gas are considering retaining ownership and governance of the Enterprise Network. The indicative requirement is for a partner to provide the ongoing management and maintenance of the hardware and software and to ensure the Enterprise Network is appropriately monitored and to resolve issues as they arise - this is subject to validation through early market engagement.

two.2.14) Additional information

National Gas envisages launching a formal procurement process in due course and requires no active engagement from prospective partners at this stage. National Gas will be running a supplier event (indicatively in Q3 of calendar year 2023) to provide further information and undertake some Early Market Engagement (EME) to solicit feedback from the market on indicative procurement strategies for this requirement. This EME activity will likely include 1-2-1 sessions with interested suppliers to discuss and validate procurement options, along with potential written submissions in response to questions posed by National Gas. National Gas shall not be responsible for or pay for any costs or expenses that may be incurred by the supplier in the preparation and submission of a response to this event.
