Mid and South Essex NHS Foundation Trust (MSE) “the Authority” are seeking to engage the market and begin open dialogue with suitably experienced and qualified health care providers with a specialist knowledge or interest in diagnostics. The Authority will be looking to have open dialogue with providers on a wide range of topics relating to the national CDC programme and Trust imaging equipment replacement programmes.

two.2.4) Description of the procurement

Locally, the CDC programme of work is part of the national diagnostics programme with the mandate of assuring that every region has access to a community diagnostic centre. It is a nationwide programme which spans across imaging, phlebotomy, endoscopy services and physiological measurements alongside expectations on enablers including digital, workforce planning and clinical pathways. The CDC programme is expected to take 5 years with a national budget of £2.3B and is led by NHSE with the aim of increasing diagnostic capacity in the community.

The CDC strategy for the mid and south Essex region will be utilise a hub a spoke model with 4 centres of various sizes aligned with our main health economies in Basildon, Southend, Thurrock and mid Essex. Centres will deliver a range of diagnostics including but not limited to; CT, MR, US, Xray, Endoscopy, Phlebotomy, Echocardiography, Ophthalmology and Physiological Measurements.
