two.1.4) Short description
Worcestershire Children First (WCF) are looking to broker an Enhanced Early Years Provision (EEYP) for children whose identified complex needs make it difficult to attend an early year provision. The intention is to deliver EEYP within South Worcestershire as a pilot.WCF are looking for a provision within Worcester City or Malvern and have assessed the current sufficiency need could be up to 35 children a year. WCF are also looking for a provision in Wychavon and have assessed the current sufficiency need could be up to 25 children a year. WCF have evidence of an increase in the numbers of children needing an Enhanced Provision over the last several years. It is anticipated that the numbers required will increase. This will need to be reviewed as part of the pilot.Contract will be for 3 years starting 1st January 2024 to 31st December 2026, with an option to extend for a further year, plus a further year (maximum 5 years) dependant upon the success of the pilot.

two.2.4) Description of the procurement
Worcestershire Children First (WCF) completed a Nursery Assessment Unit (NAU) Review in November 2022. The review identified a need to consider the sufficiency of places, where children with complex needs, could access their full Nursery Education Funding (NEF) entitlement.The outcome of the review can be found on our website. WCF has used the findings to support the development of an Enhanced Early Years Provision (EEYP).The EEYP will provide an important function for children with complex Special Education Needs (SEN) within the county. The intention is to deliver:• Enhanced provision for children whose identified complex needs make it difficult to attend early year provision(s). • Early Help Services for parent/carers of attending children. • An enhanced provision to enable children and families to access their NEF entitlement.
