two.2.4) Description of the procurement

The London Violence Reduction Unit ("VRU") is commissioning a Learning Partner for the Talk Matters Programme.

In summer 2023, the VRU offered new, three-year funding to seven London Boroughs to pilot a whole-locality approach to improving oracy, starting in five primary schools per borough.

The pilot programme, Talk Matters, will support schools to identify Speech, Language and Communication Needs in children early and close gaps in their learning, so that children can fully engage in all aspects - academic and social - of their education.

This is a high-priority pilot, and we wish to contribute to the evidence base around oracy in UK schools whilst also delivering the best service possible for young Londoners and their families. The programme is novel both in approach and content. The VRU therefore wishes to commission a Learning Partner who will work closely with schools, local authorities and the VRU to create an effective learning partnership, develop and embed an effective monitoring strategy and explore impact at a systems level.

two.2.14) Additional information

Eligibility/core capabilities of the Provider: A good knowledge of the UK education system and experience working in and with schools; Experience evaluating complex programmes which involve stakeholders at many levels; Capacity to work on learning, evaluation or research projects across several schools simultaneously; Experience working with local authorities or multi-academy trusts; Expertise and innovation in sharing best practice and scaling interventions; Effective and engaging skills in data analysis, facilitation, and accessible presentation.
