four.1) Description
four.1.1) Type of procedure

Explanation:
This procurement involves the variation to an existing contract which was lawfully procured whilst ScotRail was under private ownership. The incumbent supplier (Portaramp UK Limited) currently provides maintenance and supply of five different access ramp types which are compatible with over 10 different types of ScotRail fleet. Adding additional ramps from an alternative supplier would create significant challenge regarding compatibility with existing fleet, staff training, safety and maintenance of the ramps. Currently, all ramps are utilised and often redistributed throughout the network based on demand or to assist during special events. Such workings would be unachievable logistically should multiple suppliers supply the equipment. Introducing additional ramps will increase the risk of an incorrect ramp being used or being used incorrectly by the end user. This presents a significant safety risk to both ScotRail employees and customers.
