Summary

The TFEIP supports Parties in the reporting of official air pollutant emissions and projections data to the Convention on Long-range Transboundary Air Pollution (CLRTAP). It also provides a technical forum and expert network to identify emission factors, establish methodologies for the estimation of emissions, and identify problems related to data reporting. Defra fund the following roles;

• Chair of the TFEIP;

• co-Chair of the TFEIP’s Projections Expert Panel (PEP);

• Secretariat Support for these roles.

The Contractor will be contracted to undertake the following activities for 3 years, subject to the current chair remaining in post.

TFEIP Chair

The Chair’s objectives are to:

• Oversee the collation and delivery of the annual work plan;

• Plan and deliver the TFEIP annual meeting, workshop and management meetings;

• Manage the contributions from the expert panel leaders and prioritise the improvements to the guidebook and emissions inventory evidence base;

• Contribute to the continuous improvement of emission inventories reported to the CLRTAP;

• Liaise with the emissions inventory community and TFEIP members in particular;

• Collaborate with other centres and task forces within the CLRTAP;

• Contribute to the strategic direction of EMEP and the CLRTAP;

The Co-Chair’s objectives are to support the TFEIP in improving emission projections, and to understand and communicate potential policy implications of any improvements or data gaps to the Authority. An important role of the expert panels is to review the latest scientific knowledge available concerning emissions and estimation methodologies, and to maintain and update the content of the EMEP/EEA Guidebook. The panels also serve to encourage the exchange of information between experts

The aim of the secretariat support role is to provide administrative support to both of the Chair roles identified above.

two.2.4) Description of the procurement

1. Background and Introduction

The TFEIP supports Parties in the reporting of official air pollutant emissions and projections data to the Convention on Long-range Transboundary Air Pollution (CLRTAP). It also provides a technical forum and expert network to identify emission factors, establish methodologies for the estimation of emissions, and identify problems related to data reporting. The Authority funds specific roles within the TFEIP:

• Chair of the TFEIP;

• co-Chair of the TFEIP’s Projections Expert Panel (PEP);

• Secretariat Support for these roles.

The Authority wishes a contractor to undertake these activities for a period of three (3) years with the option of a one year extension period, however, if the agreed Chair of the TFEIP and/or co-Chair of the TFEIP’s PEP changes; the Authority reserves the right to terminate the Contract using clause H3.1 of the Authority’s Standard Terms and Conditions attached to the ITT document.

The Supplier shall make provision for up to £10,000 per year (pro-rata) for a call-off budget. This is a flexible budget and whilst the presumption is that most of this budget will be spent on an annual basis on work agreed by the Authority to be undertaken by the Supplier, it is not guaranteed, and may be subject to variation in the future. This call-off budget will be used to fund all the items in the specification that are specifically identified as being funded by the call-off budget, as well as items to be agreed with the Authority during the contract.

  • The procurement falls outside the scope of application of the regulations

Explanation:

The call was an Open OJEU procedure; but irregularity occurred during the transition period when the officer who was initially handling this procurement left the department.

However, to ensure transparency the department has decided to publish the Award of Contract and not repeat the same irregularity and lessons have been learnt from this mistake.
