Provision of Independent Sexual Violence Advisor (ISVA) Services in Devon & Cornwall from October 2023 onwards. 7 yr commitment (w/ Break clauses) with the potential addition of Seed Funding to facilitate establishment and growth of organisations to undertake future workload.
The Office of The Police & Crime Commissioner (OPCC) of Devon & Cornwall and the Isles of Scilly intend to approach the market early in 2023 with the intention of establishing an Independent Sexual Violence Advisor (ISVA) service in October of 2023.
The intention of this notice is to notify prospective providers of the OPCC’S intention and to invite them to discuss the possible approaches for delivering this requirement with the commissioning lead.
For those organisations wishing to discuss potential ways forward, current Market conditions and pressures and potential funding envelopes etc they should in the first instance contact Esther Bonfield esther.bonfield@devonandcornwall.pnn.police.uk to arrange a discussion.
Discussions will be held on an Individual meeting basis, to allow for more open discussions and to allow potential bidders an open forum to ask questions, seek further clarity and offer useful insight and opinion in a controlled manner. All OPCC generated information and clarifications offered will be collated and shared equally with each party (as with a tender process) to ensure no adverse competitive advantages exist.

As yet no firm budget for this requirement has yet been agreed therefore discussions around potential cost models and values will be useful.
In addition, The OPCC would like to offer the opportunity for 1 or 2 Sexual Violence Support Providers (who will NOT be eligible to bid for the future requirement) to be involved in the development of the specification in order to gain market and service user insight from a related (but not direct delivery) source. Interested parties should make contact with the individual listed above making clear the level of involvement they wish to have in the process.
