Kingston requires a provider that will deliver a high quality service across the borough that, in-line with the principle of proportionate universalism, will develop its focus on high need groups where the smoking prevalence is higher (such as those who have routine and manual occupations, who are pregnant, who have mental health conditions, who live in social housing and who are dealing with substance misuse).

In addition to this Kingston also requires a commissioning arrangement that will deliver a high quality service for the prevention of uptake of smoking by children and young people in the borough.
