two.1.4) Short description
Nottinghamshire County Council (the Authority) is seeking to establish a framework of experienced providers of care home services (not individual care homes unless the provider operates a single care home only) to offer placements to older individuals, usually aged 65 and over, in CQC registered establishments located in Nottinghamshire (including Nottingham City).
The framework will be available for use by the following commissioners:
• Nottinghamshire County Council
• Nottingham and Nottinghamshire Clinical Commissioning Group (CCG)
• Bassetlaw Clinical Commissioning Group CCG
“Out of County” placements in homes operated by providers on the Framework will also be made under the terms of the Framework Agreement.
Bidders must have experience of delivering relevant care home services and currently be providing care home services in Nottinghamshire or have appropriate services already in development. It is not the Authority’s intention to encourage the development of additional care home provision through this project.
The Framework will allow the Authority to engage with suitably qualified Providers to deliver Care Home services which enable older adults to live a meaningful life in a care home. It will cover all forms of residential care including nursing, interim, short term and respite care.
The process is a competitive procurement conducted in accordance with the Light Touch regime of Regulations 74-77 of the Public Contract Regulations 2015.

This Framework will cover all forms of residential care including nursing, interim, short term and respite care.
Services will provide 24 hour accommodation, care and support for adults aged 65 and over (in exceptional cases individuals as young as 55) who receive social care and/or NHS Continuing Healthcare funding. They will focus predominantly on providing a range of support to enable the individual to live independently with choice and dignity in the community.
Individual older people and/or their representative will select their preferred care home from those delivered by the listed Providers and where the home chosen is able to offer a place an order will be issued by the Commissioner (provided that the home meets the requirements of the Authority).
Payment for individual placements will be made in accordance with each Commissioner’s payment processes.
Should a contract other than for an individual placement be required the Authority reserves the right to undertake a further competition process under the Framework Agreement.
There is no requirement to submit prices for this tender. Prices for single placements will be determined by the Commissioner.
There is no guarantee of work under the Framework.
Bidders should note that a further opportunity/opportunities for organisations to bid for inclusion on the framework may be advertised. No date/s have been set for any such process. Any bidder who is unsuccessful in this tender may bid again in any future tender for admission to the framework.
