two.2.4) Description of the procurement

This is a direct award to the incumbent supplier, Poundbury Cancer Institute, under the Provider Selection Regime (PSR) using Process C. The contract is for the provision of outsourced histopathology reporting. The contract term is for one year, from 01/08/2024 to 30/07/2025. The estimated value is £350,000. An option to extend for a further one year has been included, if the incumbent supplier can demonstrate it still meets the required service level criteria and fulfills the guidelines associated with Process C.
As shown in the disclosed criteria, the main criterion is Quality. “Quality and Innovation” is weighted at 50% as the key objective is maintaining a high-quality service. The other elements of quality-led criteria total a further 40% of the weighting. Value in terms of cost has been weighted 10%, because maintaining the quality of the service is the main objective of this award. The Trust has measured the incumbent supplier's current and likely future performance against the criteria and confirm their recommendation to make a direct award via Process C

Explanation:

‘This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 07/08/2024 . This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR'. Salisbury NHS Foundation Trust (SFT) intends to observe a standstill period of 8 working days as per the guidelines. Once this is complete, subject to a non-receipt of representations from other providers, the contract will be awarded.

The award decision makers are Jenny Baillie - Laboratory Manager of Histopathology at Salisbury NHS Foundation Trust (SFT) and Rob Webb - Director of Procurement for BSW Alliance, on behalf of Salisbury NHS Foundation Trust (SFT). Both decision makers have confirmed they are not subject to any conflict of interest and can demonstrate a clear and transparent application of the service criteria during their decision process.
