In accordance with best procurement practice, EU and UK Procurement Directives and Regulations, the Contracting Authority wishes to create a Framework Agreement (the Agreement) for Water Supply and Sewerage Services.
The Framework Agreement will be in place for a 48 month period with option to extend for a further 24 months.
The Framework Agreement is divided into three separate Lots:-
Lot 1 - Supply of Water and Sewerage Services procured through direct award or mini-tender
Lot 2 – Supply of Water and Sewerage Services procured through a panel of Retailers
Lot 3 – Supply of Water and Sewerage Services procured through competitive dialogue
Bidders may respond on any or all Lots. Each Lot will be awarded independently.

Lot 2 of the framework is designed for smaller water consumers (for example schools or District Councils) with simple water supply requirements. It will create a panel of suppliers including a Primary Supplier selected by overall scores at framework tender. Supply contracts will be called off by Direct Award to the Primary Supplier. There will be a process to review Primary Supplier position during the framework term.
