NHS Norfolk and Waveney Integrated Care Board is inviting suitably qualified and experienced providers to express their interest in delivering a Norfolk Adult Autism Diagnostic

The purpose of this advert is to invite the market to engage, provide feedback on the draft specification and register for 1:1 market engagement sessions on Thursday 1st August 2024.

The deadline for expressing interest in attending the Market Engagement event is 17:00 on 30th July 2024.

Please note this is a market testing exercise and does not commit the ICBs to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.

two.2.4) Description of the procurement

The key aims and objectives include the following:

To engage with autistic people and the market to commission a diagnosis and support model that aims to meet the needs of autistic people while they are waiting for an adult autism diagnosis and enables clinicians post diagnosis to recommend evidence-based interventions to improve communication, behaviour and welling outcomes.

The commissioning process will define quality with alignment to local and national standards, policy and guidance. It will include the process to measure and monitor the quality of assessments, while ensuring sustainability of the service.

This service is jointly funded by health and social care with an expectation that the ICB will lead the contract from 1 April 2025. Both health and social care colleagues will work collaboratively to legally hand the contract over and onto health terms and conditions by 1 April 2025. Through good integration the aims is to deliver clearer access and seamless pathways, improve patients experience and achieve better wellbeing outcomes with a reduction in health inequalities.

The project aims to exploit digital technology, identify innovative opportunities, promote social value and secure value for money, through listening and understanding the market and building on existing good relationships demonstrating leadership and good governance arrangements.


The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach, model and timelines;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend 1:1 Market Engagement sessions to provide feedback on Thursday 1st August 2024.

A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views.

Registration to attend the market engagement event closes 17:00 hours 30th July 2024.
