Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Variation to contract no.18.
This contract variation provides and uplift for the agreed costs lines for year 2 and 3 totalling a maximum of £5.5 million for all lots, subject to various stipulations and waivers detailed in the variation document.
Additionally, the contract variation sets out the 'Veterinary Resourcing Model Support', which details assistance provided by E&J to the FSA, insourcing OVs subject to E&J seeking reasonable assurances from the FSA detailed in the variation document.
The existing clause cover Termination for Convenience is replaced by a new clause detailed in the variation.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Changes in the wider veterinary market, primarily as a result of EU exit, have led to an increase in the cost of delivering the FSA's 'Delivery of Official Controls' (FSADOC) service.
